Israel has tried to take the initiative in the propaganda war over Gaza but, in one important instance, its version has been seriously challenged.

The incident raises the question of how to interpret video taken from the air.

Israel released video of an air attack on 28 December, which appeared to show rockets being loaded onto a truck. The truck and those close to it were then destroyed by a missile.

It turned out, however, that a 55-year-old Gaza resident named Ahmed Sanur, or Samur, claimed that the truck was his and that he and members of his family and his workers were moving oxygen cylinders from his workshop.

This workshop had been damaged when a building next door was bombed by the Israelis and he was afraid of looters, he said.

The body, known as the National Information Directorate, was set up eight months ago following recommendations from an Israeli inquiry into the 2006 Lebanon war. Its role is to deal with hasbara - meaning, in Hebrew, "explanation", and referring variously to information, spin, and propaganda.

The directorate's chief, Yarden Vatikai, said: "The hasbara apparatus needed a body that would co-ordinate its agencies, coordinate the messages and become a platform for co-operation between all the agencies that deal with communication relations and public diplomacy."

"It is indisputable that the government failed to produce any direct evidence that the defendant Tatar had any conversation whatsoever with Mohamad Shnewer, Dritan Duka, Eljvir Duka or Shain Duka, which would support any finding that a conspiracy existed in which there was a plan to attack Fort Dix or any other American military base and kill American soldiers," Sparaco wrote.

The lawyer said the judge should overturn the guilty verdict against Tatar, a Turkish immigrant who could face life in prison or hold a new trial for him.

A militant arrested in Pakistan has confessed involvement in the Mumbai terror attacks and is giving investigators details of the plot, a senior Pakistani government official said Wednesday.
