George Osborne suffered a major setback in his pledge to balance the books today - after official figures showed borrowing had gone up over the past year.

Borrowing spiked by £3.7billion – or 6.1 per cent – in the 12 months to October compared to the year before. It means Mr Osborne is well off the Government’s target to cut the deficit by 12 per cent this year.

There have been several significant developments over the past few decades in the Gulf of Mexico (GOM) which now require special and immediate attention. During the TV coverage of the repair to the Deepwater Horizon drill head, it was documented that the ocean floor fractured by the drilling was allowing methane to seep up through the gulf waters. Methane depletes the oxygen in water by combining with it to form carbon dioxide and more water. This is the method by which the BP oil operations are killing off sea life in the Gulf, and fracking is killing off the fish in America's lakes and rivers.

BP Seeks Return Of Oil Spill Claim 'Overpayments'

BP wants a federal judge to order restitution — plus interest — of what it says are hundreds of millions of dollars in overpayments to some businesses that claimed losses due to the 2010 Gulf oil spill.

In a Friday court filing, BP points to a revised policy for calculating losses that was approved by the court in May.

The company says the court should order recalculation of awards paid prior to that change.

Meanwhile, BP continues its legal fight on a related issue: whether businesses have to prove they were directly harmed by the spill to collect money. A district court and an appeals court have ruled that, under the settlement BP agreed to, proof of direct harm isn't needed. BP has said it plans a Supreme Court appeal on that issue.

Federal appeals court says British Petroleum must face fines for gulf oil spill

A U.S. appeals court on Wednesday said BP Plc and Anadarko Petroleum Corp must face penalties under federal pollution laws in connection with the 2010 Gulf of Mexico oil spill, which could expose the companies to billions of dollars in potential fines.

The 5th U.S. Circuit Court of Appeals affirmed a 2012 decision from U.S. District Judge Carl Barbier in New Orleans that the companies could be held liable for civil penalties under the Clean Water Act.

I'll believe those fines when I see them.

And, as major political contributors to both parties, I seriously doubt that any executive from either BP or Anadarko will do any jail time for the ecological destruction this blow-out caused.

Test from several independent laboratories have confirmed that Gulf seafood contains a high level of toxic compounds as a result of oil contamination.

Sick for the Holidays: Gulf's Toxic Effects Continue

Increasing numbers of U.S. Gulf Coast residents attribute ongoing sicknesses to BP's oil disaster and use of toxic dispersants.

"Now I have a bruising rash all around my stomach," Denise Rednour of Long Beach, Mississippi told IPS. "This looks like bleeding under the skin."

Rednour lives near the coast and has been walking on the beach nearly every day since a BP oil rig exploded on Apr. 20. She has noticed a dramatically lower number of wildlife, and said that many days the smell of chemicals from what she believes are BP's toxic dispersants fill the air.

Yet her primary concern is that she and many people she knows in the area have gotten sick.

Palin’s former oil advisor: Gulf catastrophe “unprecedented” — “True toll” yet to be revealed

[Richard Fineberg was the] former policy advisor on oil and gas for two Alaskan governors, including Sara [sic] Palin. …

NOAA Closes 4,200 Square Miles of Gulf Waters to Royal Red Shrimping

Today, out of an abundance of caution, NOAA has closed 4,213 square miles of Gulf of Mexico federal waters off Louisiana, Mississippi, and Alabama to royal red shrimping. The precautionary measure was taken after a commercial shrimper, having hauled in his catch of the deep water shrimp, discovered tar balls in his net.

Large fish die-off at the mouth of the Mississippi

St. Bernard Parish authorities have reported a large fish kill at the mouth of the Mississippi River Gulf Outlet, but state wildlife officials say it does not appear to be directly related to oil from the BP leak.

Randy Pausina, head fisheries biologist for the state, said Department of Wildlife and Fisheries workers are investigating the fish kill and that the initial conclusion is that it was caused by low levels of oxygen in the water.

The fish were found Sunday afternoon, floating near boom that had been deployed in the area to catch oil from the BP oil leak, and washed up on the shoreline, St. Bernard Parish government said in a news release.

"By our estimates there were thousands, and I'm talking about 5,000 to 15,000 dead fish. Different species were found dead including crabs, sting rays, eel, drum, speckled trout, red fish, you name it, included in that kill," St. Bernard Parish President Craig Taffaro said.

"I've been vomiting, my head feels like it's going to explode, diarrhoea, and I keep passing out," Miller, who worked in BP's so-called Vessels of Opportunity (VOO) oil response programme, said from his bed at Biloxi Regional Hospital on November 5.

Four days earlier, Miller, his wife and dog were boating on the Gulf of Mexico near one of Mississippi's barrier islands when all three of them fell ill.

"My wife and I felt the chemicals immediately and my dog even started hacking like he was trying to cough up a bone," Miller explained.

Dead Coral Found Near Site of Oil Spill

A survey of the seafloor near BP’s blown-out well in the Gulf of Mexico has turned up dead and dying coral reefs that were probably damaged by the oil spill, scientists said Friday.

The coral sites lie seven miles southwest of the well, at a depth of about 4,500 feet, in an area where large plumes of dispersed oil were discovered drifting through the deep ocean last spring in the weeks after the spill.

The large areas of darkened coral and other damaged marine organisms were almost certainly dying from exposure to toxic substances, scientists said.

The corals were discovered on Tuesday by scientists aboard a National Oceanic and Atmospheric Administration research vessel using a submersible robot equipped with cameras and sampling tools.

Halliburton failed critical test not done on cement before blowout

Halliburton Co. acknowledged that it skipped a critical test on the final formulation of cement used to seal BP's oil well before it blew out catastrophically in the Gulf of Mexico.

The company, which was BP's cementing contractor, came under increased scrutiny when investigators from the president's oil spill commission revealed Thursday that tests performed by the company before the deadly blowout showed the cement to be unstable.

Halliburton in a statement issued late Thursday night said it did not conduct a stability test on the final mix of cement after a last-minute change by BP added more of a certain ingredient. Earlier statements by the company had said tests showed the cement to be stable.

The cement mix's failure to prevent oil and gas from entering the well has been identified by BP and others as one of the causes of the accident, the largest offshore oil spill in U.S. history.

BP and Halliburton decided to use a foam slurry created by injecting nitrogen into cement to secure the bottom of the well, a decision outside experts have criticized.

Pamela Andrews says she bought a half bushel of oysters from Spears Seafood on Monday. She says as she ate them she noticed what she believes to be crude oil all over them. Scientists examining dead animals that were discovered along the Gulf Coast in the wake of the BP oil spill are observing strict laboratory protocols, knowing everything they touch could become evidence in what may prove to be the biggest environmental case in U.S. history.

The U.S. Justice Department is investigating whether those responsible for the spill violated environmental laws that carry civil and sometimes criminal penalties, and the scientists are taking extraordinary steps to make sure their findings hold up in court.

US reopens vast expanse of Gulf for fishing, but experts stress caution on seafood

While authorities cited tests showing seafood caught along the coasts of Florida and Alabama found no obvious oil, dispersant or chemical smell, experts say the tests did not search for toxic heavy metals which can bioaccumulate up the food chain after major disasters like an oil spill.

The area covers 6,879 square miles (17,800 square kilometers) off the coasts of Florida and Alabama, and is the ninth reopening of waters since the spill, the National Oceanic and Atmospheric Administration (NOAA) said in a statement on Friday.

In a seemingly never-ending parade of radio, television, print and web ads, in addition to numerous official statements, BP officials have repeatedly insisted that the company intends to make the Gulf Coast and its residents "whole" again. In the latest such PR blitz, BP employee and New Orleans native Iris Cross reiterates that the company will do everything it has to do in order to "make this right."

But yesterday in federal court, an attorney for the oil giant sent shockwaves throughout the Gulf region by suggesting that BP may seek shelter under the $75 million liability cap polluters can invoke under the Oil Pollution Act of 1990.

Depression climbs among Gulf Coast residents after BP oil spill

Gulf Coast residents reported a 25.6 % increase in depression after the massive BP oil spill spewed an estimated 172 million gallons of crude into the water, a Gallup poll released Tuesday finds.

Predictions this summer of oil-fouled beaches across Florida and all the way up the East Coast from the Gulf of Mexico oil spill got it wrong, scientists say.

National Center for Atmospheric Research scientist Synte Peacock said that as of Friday there have been no reports of oil or residue from the spill anywhere along the East Coast, USA Today reported.
