THOUGHT FOR THE DAY!

"Imperialism today is taking place in the context of...the 'universalization' of capitalism. It is not now primarily a matter of territorial conquest or direct military or colonial control. It is not now a matter of capitalist powers invading non-capitalist powers in order to bleed them dry directly and by brute force. Now it is more a matter of ensuring that the forces of the capitalist market prevail in every corner of the world (even if this means marginalizing and impoverishing parts of it), and of manipulating those market forces to the advantage of the most powerful capitalist economies and the United States in particular." ... "Military force is still central to the imperialist project, in some ways more than ever."-- Political scientist Ellen Meiksins-Wood, Z magazine Nov 1999, p26

Georgia says to sign partnership pact with U.S. Jan. 9

Georgia will sign a strategic partnership treaty with the United States on January 9, the Georgian Foreign Ministry said on Monday.

The agreement will be signed in Washington by Georgian Foreign Minister Grigol Vashadze and U.S. Secretary of State Condoleezza Rice, the Foreign Ministry spokesman said. The signing was originally scheduled for Sunday but was delayed by recent events in the Middle East.

The United States signed a similar deal with Ukraine earlier this month, which along with Georgia is hoping to join NATO. The alliance pledged to boost ties with the two ex-Soviet countries at a ministerial meeting earlier in December, although it did not offer them Membership Action Plans, which provides assistance to countries wishing to join NATO.

Gazprom to take Ukraine to court

Russia's energy company Gazprom has increased the volume of gas being delivered to Europe. The company blames Ukraine for siphoning the transit gas and is filing a lawsuit against it in the European court.

This follows the cutoff of gas supplies to Ukraine on January 1, after the two countries’ gas companies failed to agree on a price for 2009.

Gazprom is now filing a lawsuit against Ukraine's Naftogaz claiming the firm violated its obligations as a transit party. Several countries, including Poland, Slovakia, Romania, Hungary and the Balkans, all say their supplies have dropped.

“Our European consumers in Hungary, Slovakia, Romania and Poland and in the Balkans are reporting unlicensed siphoning off of Russian gas on Ukrainian territory. In this situation Gazprom must provide additional volumes of gas through other gas transporting corridors,” said Gazprom CEO Aleksy Miller.

Ukraine steals European gas

Ukraine has started siphoning off Russian gas bound for European customers. This follows the cutoff of gas supplies to Ukraine on January 1, after the two countries’ gas giants failed to agree on a price for 2009.

“The Ukrainian side has openly admitted to stealing transit gas destined for Europe. Naftogaz officials are avoiding negotiations with Gazprom. However, they have promised to pay $US 1.5 billion by January 11, but there will still be an outstanding debt of $US 614 million. Therefore, we plan to increase the transit level of gas through Belarus,” said Sergey Kupriyanov, spokesman for Russian energy company Gazprom.

Ukraine, however, has denied it is siphoning off gas from transit pipes.

Also, according to Russia’s Deputy Foreign Minister Aleksandr Grushko, Russia has asked the EU parliament to hold a special meeting to discuss the issue of Russian gas transits via Ukraine.

Russia shuts off gas to Ukraine

Russia’s gas giant Gazprom said it turned off the taps at 0700 GMT, when its contract to supply Ukraine ended.

Ukraine insists it has paid off its debts to Gazprom, but Russia contests this. The two countries have also failed to agree on a price for 2009.

Ukraine threatens to ‘confiscate’ European gas

Gazprom says it has received a letter from Ukraine's energy company Naftogaz saying Kiev could decide to confiscate gas in transit to Europe, if its supplies are cut off over unpaid gas bills this New year. Gazprom has denied it has received any kind of payment so far from Kiev.

The contract for Russian gas supplies to Ukraine expires on December 31, 2008 but under the agreement, supplies can be cut starting 10 am January 1, 2009.

The Russian gas giant says it has notified the Czech Government, set to become the new President of the EU on Thursday, about what it calls Ukraine’s blackmail.

Constitutional curiosity

President Bush will unilaterally obligate the United States. Neither the Senate (pursuant to its constitutional role in ratifying treaties) nor the House will have any say. While the reduction of the Senate and House to ciphers in national security matters through executive agreements flouts the Constitution, it has become as commonplace as the rising and setting of the sun. It is no longer news.

Alexander Hamilton, who advocated a muscular executive, voiced the unambiguous consensus among the Founding Fathers that an unchecked president in foreign affairs would be dangerous - even with George Washington at the helm.

Over US Objections, NATO Resumes Contacts with Russia

NATO foreign ministers led by Germany managed to forestall fast-track membership for Georgia and Ukraine, and likewise reached an agreement to resume limited ties with Russia. The move was described as “conditional and graduated re-engagement” by NATO Secretary General Jaap de Hoop Scheffer.

Medvedev's Venezuela, Cuba trips set to rile U.S.

Russian President Dmitry Medvedev's visits to Venezuela and Cuba during a week-long trip to Latin America look set to irk Washington, highlighting a foreign policy challenge facing President-elect Barack Obama.

His trip to Venezuela, a key buyer of Russian arms, coincides with the two countries' first joint naval exercise in the Caribbean -- traditionally viewed by the United States as its backyard.

During his stay in Cuba, the Russian leader is likely to demonstrate Moscow's commitment to renew a Cold War-era alliance with Havana, abandoned after the collapse of the Soviet Union.

Webmaster's Commentary:

Well, let us be honest, it is the continuing cold-war US embargo of Cuba and belligerence towards Venezuela which has opened this door for Russia to step in.

Had the US used the opportunity of the collapse of the USSR to establish normal relations with Cuba, it would be Russia left out in the cold here. The same with South America; if the US had worked with Hugo Chavez instead of constantly trying to overthrow him, Russia would not have a toe hold in this hemisphere.

Russia, which is fiercely opposed to NATO's expansion toward its borders, suspended its compliance with the CFE treaty last December but remains a signatory.

U.S. concedes Georgia attack attack in South Ossetia was a mistake

The U.S. State Department said Friday the Georgian attack in South Ossetia last August was a mistake, but that it did not justify Russia's large-scale intervention. The comments follow a critical newspaper assessment of the Tbilisi government's role in the crisis.

Webmaster's Commentary:

I suppose we are now to congratulate the State Department for its magnificent grasp of the obvious.

Apparently, somewhere in Sakashvilli's calculations, he believed that he could absolutely count on support from the West (which had trained and equipped his army) should this military misadventure, began by Georgia's army, go absolutely completely wrong.

If the US and Sakashvilli didn't understand Russia's lightning-fast and intense military reaction to Georgia's invasion of South Ossetia, they were either guilty of magical thinking (which excludes logic, history, and an understanding of military capabilities) , or completely out of their minds to believe that such an outcome was not only possible, but probable.
